My suggestion is to invite relevant people or nodes from Montenegro. I believe there's great potential there.

e. g. - they have this wonderful website Download Zone where also CC MP3s are represented: http://www.download.cg.yu/ - it is in Montenegrin, but this link will show you what I mean: http://www.download.cg.yu/?akcija=list&id=30.

Given the situation in Montenegro I think they should be awarded scholarships. As Dubrovnik is very near to the Montenegrin border the transfer costs should be very low.
